I would like to take several characters from one existing font and ADD them to another existing font. Will this program do that?

Yes, but the second font will be exported without OpenType features so some loss of information is inevitable.

But the font would still be useable, correct? What kind of information would be lost? Would it affect how the font printed?

It will be usable if you speak about Roman. But if it contains Arabic, Hebrew, Thai or other characters from complex scripts this might be the problem.
The best way to know is to use the demo version and see if the result fits your needs.

Give FontForge a try, if you only want to add a few glyphs to an existing font:

If you design a font, TypeTool is a good starter tool. In that case, you can use the Adobe Font Development Kit for OpenType. But for changing anything in complex existing OT fonts, TypeTool is not the best choice, especially not, if you are a beginner.
