OTF Custom encoding 0-255

Hello,
I'm new developer and want to convert cff fontfile to otf font.
Is it possible to encode 0-255 values (code page1252) with platform id4,Custom encoding to otf file?
I knwon that some values between 0 and 31 that can't map. Or i move to symbol font? coz, symbol font can map to the full range 0-255 values.
