TAMIL LETTER SHA is indeed contained in Latha and its behaviour with matras is ok. But I can only enter it by "insert symbol". The INSCRIPT keyboard coming with Windows 7 and the on-screen keyboard don't contain it. That's why I thought it's still totally absent.
