If I could get answers, I will sing and dance. Been working on this Hebrew font for a long long time. This is my process.
1. Generate TT font in Fontlab.
2. open font in Volt.
     a. Import PS names
     b. create new positioning with mark to base proceedure.
     c. create Language feature tree.
     d. drag lookup into feature (it registers)
     e. Preview with proofing tool. everything looks perfect.
     f.  compile and ship font.
3. Open font in Mac and the Hebrew marks remain in original positions, as if unaltered by Volt.
Please please help. My life is being sucked up by this project that I am very eager to proceed with.

A. Open the glyph window and check what is the last glyph.
B. Impors PS Names From 0 To Last Glyph
C. Define all diacritics as 'MARK' (You can also put them in a group and then define the group as MARK);
D. Click 'Add Script', Then Between the <> type hebr (Loawer Case) and enter, Now Volt should add a hebrew script.
E. Make a new POS Lookup... Define it as RTL
F. Add a new Feature and in the <> type 'mark' (Lower Case). Volt will register it as Mark Postioning. (don't need to use mkmk for mark to mark positioning, mark will work just fine if you hav Nikud+Teaamim)
G. Drag the Pos Lookup into the Mark Feature
H. Compile and ship

Oh, One more thing, Positioning does not work in other features like ss01
For Marks -> use mark or mkmk features
for Kerning -> use kern feature
 
all the rest you may use for SUB Lookups
