Create Weather Symbols as True Type Font

Assignment: Full color Photoshop illustrated weather symbols assigned to specific keyboard letters.
Output as True Type Font for video playback device.  Weather symbols are "cut" shapes (alpha available) not cropped rectangles.  Is BitFonter the correct software for processing the Photoshop weather symbols?  Is TypeTool or FontLab Studio needed to create the True Type Font?  Want to purchase the correct software for this job.  Thank you.

Support+Docs, FontLab
You will need to choose: TrueType or full color.
Fontlab Studio and Fontographer are for TrueType but the result is alway black and white.
