I would like to take a font that is available on Windows and OSX, edit it by placing a background color (#FFFF00, the standard yellow that is known for highlighting text) for each of the characters and save the font under a new name such as NewFontNameHL. I could do this either by being allowed to add the background color to the space the letter is apportioned or by importing an image file (perhaps a PNG or the likes).

Can someone tell me if 1: This has already been done and exists somewhere or 2: Does this product perform this?

AFAIK the task as you described it is impossible. TrueType and OpenType fonts cannot contain color or image. This is only possible in Photofonts (www.photofont.com) but they can be used in a limited number of applications.
