Select Tools Icon

When I click on and choose the 'Select Tool'. . .

I get the functionality of it, but the mouse cursor icon doesn't change, it displays an arrow icon (its normal icon basically).

This is somewhat unexpected, as the expectation here would be to see it change over to the lasso icon that's used in the tool bar.

Is this as it should be? Or does this possibly indicate a problem with my installation?

I'm a new user, and I'm not sure what the proper behaviour should be concerning this.
