The individual tools for scaling, rotating, etc. work with components. The tools in the transformation panel do not. This needs to be fixed.

It's impossible to apply most transformations to a component but scaling, horizontal flip and vertical flip should be possible. Currently flip only works by selecting individual components and flipping them. Scale only works on each component and only scales to the respective center points. I often end up using them for more complex construction (things other than just accents) and later collapsing them. Components would be more useful as a design tool if I could flip and scale them more easily.
