Action >> Contour >> Scale needs an option to scale backgrounds

When Scanfont exports to to fontlab there is no way to change the cap height of the font. This is not a problem for the outlines, which can be scaled using the Action >> Contour >> Scale action. But after that I still need to manually scale all of the background images to fit the new outline size. For this reason I believe that this action needs an option to scale backgrounds with the outlines.
