Characters not displaying and/or not in the Insert/Symbol (character picker)

Characters, such a standard accents (combining accents) are in the font with the correct Unicode and name, but they do not show up on Application character pickers (like Insert/Symbol and a grid pops up with the characters to choose).   Other characters, such as the Unicode 00A0, for the Non-Breakable word space (nbsp), also does not show up. 

What am I doing wrong?!
