The first public Beta test version of the Electronic EULA Abstract editor is available for download at EEULAA.org. Please give it a try and send feedback.

Is there anything that will allow me to manage what hardware this software is installed on.... that is to mean, If I sell on license to this new font, a user can't be installed on another machine.

Is that too much to ask... again this with TTF

According to http://www.eeulaa.org/wiki/index.php/Structure_%26_Specs the table structure is not yet formally documented. Is there agreement on the structure at this point? The Beta of the Editor must be using something?
