I want to use Unicode Hebrew with SBL font in Windows XP, but since I need to use vowel punctuation (for Biblical Hebrew) and I am not used to Israeli keyboard layout, I am searching for a QWERTY kbd layout for Hebrew that has a better way to add vowel points ("nekudot"). Does anybody know anyone?

Try the SIL keyboard, which is downloadable from the document section of this community:

http://groups.msn.com/SBLFonts/documents.msnw

This uses, as far as possible a mnemonic layout based on English phonetics.

This is a copy of a message just sent to both the Bible Works Forum and to
Support at Bible Works:

John Hudson at Tiro Typeworks is the author of SBL Hebrew.  His latest
version, SBL_Hbrw_1[1].14, contains certain marks that are used for copying
the DJD (Discoveries in the Judaean Desert) transcriptions of Dead Sea
scrolls (overdot, overcircle, etc.).  Whenever I open BW7 the SBL font
splits into two fonts - one named SBL Hebrew, one named SBL_Hbrw - in my
font directory, and all text in my Word documents in the font becomes
garbage (empty boxes).  I then have to close out the programs, delete the
two fonts and reinstall John's font and - sometimes - restart the computer.  
That happens on every startup of BW7.

You might also want to try
http://quinon.com/files/keylayouts/windows/HebScr.zip
which contains a Hebrew-QWERTY kind of keyboard.
