Community changes

Dear All,

I have made a few changes to the community interface and may tinker with it some more. I have removed the navigation entries for unused features of the community such as 'chat', and have consolidated the navigation for the two message boards.

Posts to the community are moderated in order to prevent spam. I will grant open permission to individual members who show that they are using the community responsibility, but will do this as they post new messages, since I don't have time to go through past messages identifying legitimate user IDs among the spam, which at some times was quite heavy.

If you have any questions or suggestions for how the community can be improved, please let me know.
