As indicated on our WEFT pages 'installable' fonts are treated as 'editable' so do not get permanently installed when processed by Internet Explorer. Note that embedding permissions are specifically for embedding fonts within document files (HTML pages, Word docs etc.,) and are unrelated to shipping a font for use in the UI of an application or game.
