I have copied a opentype font from windows 2000 os and i copied it to win98.
Then in win98 it showed that otf as ttf.
Will win98 supports all the unicode features with a true type font.

This question does not seem to be related to hinting. Is there a VTT angle I'm missing?
 
If by 'all the Unicode features' you're talking about complex script support  then the answer is no. For example Indian languages are not officially supported on Windows 9x.
