I'm not aware of any standards that would recommend a number of pixels to be used at specific point sizes & resolutions (ppem sizes). However, if at a particular ppem size the cap height is not the desired number of pixels, then a delta in the cvt would do the trick. See the comments in the VTT 4.2 cvt template for the syntax. In other words, you can pretty much implement your own preferences.
    By the way, Verdana was designed that way. Matthew Carter first drew the pixels, then modeled the outlines around the pixels. Finally, Thomas Rickner made sure that the TT instructions would actually come up with those pixels. See e.g. http://www.will-harris.com/verdana-georgia.htm
