How to achieve this in VOLT

Hi,
I, am using Chnadas font for Devanagari. I am trying to achieve

at0 CRAT -> CRAt and
at0 at0 -> CRAt

 While this works well in proofing tool, it simply does not work in, say office 2003. I believe this due to unscribe's rendering engine stopping on encountering at0 while traversing backwards from CRAT and hence not including at0 in the 'syllable to be processed'. Is there a way to get around this?
