As you know, the last entry in the 'loca' table typically points just beyound the end of the 'glyf' table -- often the final loca table entry has exactly the same value as the length of the 'glyf' table. So far so good, and FV doesn't complain about this.
 
However, if the final glyph in the font has no contours, then the last two entries in the loca table have that same value, i.e., just beyond the end of the 'glyf' table. This is still a valid font, as far as I can tell, but FV declares error E1703 "Loca entry points outside the glyf range".
 
A font common font that demonstrates this is Traditional Arabic.
