How do I convert a font from Korean encoding to Unicode encoding?

I have an old font that has platform/encoding 3.5 (i.e. Windows/Korean) and I need to convert it to Unicode (3.1). I can't seem to see how to do this with FontLab for any other tool for that matter.

Am I missing something and there is a way to accomplish this?
