Thai and private area

A lot of Thai fonts include some glyphs in the unicode F700-area - but eg. MSxp-Thai-keyboards do not get these. - Does anyone know, how MS-Word or Quark come to use these "hidden" characters - they do not show in the Unicode =E-area
